Is there skill-based matchmaking in Star Wars Battlefront II?

Matchmaking seems like a hot topic in the Battlefront 2 community, with the devs trying to balance full servers with players from different regions and varying skill levels.
This announcement from September 2018 is the most recent communication that I could find about skill-based matchmaking. F8RGE says "we’ve always tried to match players of similar skill level."
How is this done?
A traditional ELO system hasn't been mentioned to my knowledge. This AMA from the design director in November 2017 said that they "take into account not only your gameplay skills, but also inventory and time played, when we match players together in multiplayer." Is this still the case?
With 10 unique modes and some very sparsely populated, Battlefront 2 should show its algorithm more clearly in less common modes. For example, Hero Starfighter mode is only 0.6% of the player-base so a completely random shuffle would really stand out to these players.
